How to read this
Allocation is the FY 2026-27 release for that project (Rupee + Local cover combined), in Rs million.
Cost is the approved total project cost; Throw-fwd is unspent money carried into this year — a proxy for stalled delivery and for where fresh M&E scrutiny earns a fee.
Fit is a 0-100 relevance score for S4S: keyword strength against the four service lines, scaled by envelope size, with heavy civil works discounted because they sit outside our delivery lane.
Division totals reconcile exactly to the Planning Commission's own summary (36/36 divisions, Rs 1,000,000.0 mn federal PSDP).
